State Health Regulatory Excellence Index (SHRESTH)

  • The State Health Regulatory Excellence Index (SHRESTH) is a national initiative launched by Ministry of Health and Family Welfare in August 2025 to measure, evaluate, and improve drug regulatory systems across all Indian states and Union Territories.
  • It is developed by the Central Drugs Standard Control Organization (CDSCO).
  • It uses a transparent, data-driven framework to ensure consistent drug safety, quality, and efficacy nationwide.
  • To account for differences in state activities, SHRESTH uses two distinct assessment models: ‘Manufacturing states’ (evaluated on 27 indices) and ‘Primarily distribution states/UTs’ (evaluated on 23 indices).
